PHTA Announces Revision of PHTA-2 Standard for Public Pool and Spa Operations and Maintenance

The Pool & Hot Tub Alliance (PHTA), the trade association representing the swimming pool, hot tub, and spa industry, announced the upcoming review and revision of ANSI/PHTA/ICC-2 2023 American National Standard for Public Pool and Spa Operations and Maintenance. As part of the revision process, PHTA is now accepting applications for participation in the new PHTA-2 Standard Writing Committee (SWC).

The PHTA-2 standard covers the operations and maintenance of public pools, spas, and other aquatic venues intended to operate with or within recreational water-quality standards. This limited revision will update water quality requirements, referenced standards, and related items only.

The SWC will meet under the American National Standards Institute (ANSI) periodic maintenance process to review and consider revisions. Subject matter experts (SMEs) and other stakeholders who would like to serve on the SWC must be willing and able to actively participate in the language drafting process and have a working understanding of the current standard. The anticipated timeline for this project is approximately four months.

Stakeholders are also invited to submit change requests to the existing PHTA-2 standard for review by the SWC. Change requests can be submitted here.

All stakeholders, including owners and operators of public pools, spas, and aquatic venues; designers, builders, fabricators, manufacturers, installers, service companies, general contractors, plumbers, electricians, engineers, architects, and retail businesses providing goods and services for swimming pools, spas, and aquatic venues; regulatory bodies; building code and health code officials; plan examiners, inspectors, and consultants; and consumers are invited to apply to serve on the PHTA-2 SWC. PHTA seeks to establish a diverse SWC, ensuring a reasonable balance between all interest categories, individuals, and organizations. Some priority will be given to applicants who have experience using, applying, and enforcing the PHTA-2 2023 Standard.

Read more about the standards development process, or complete the application to serve as a PHTA-2 SWC member here. Completed SWC application forms must be submitted to PHTA by April 13, 2026.

Interested parties who may not be SMEs or active users of the standard are encouraged to attend meetings as observers throughout the revision process.
